So when the doorbell is pressed, there isn't much power left for the doorbell to complete the 'ding-dong' sequence. Your voltage is fine. Ideal is 16VAC. 8-24VAC is supported. If your multimeter measures volt amps check that out too. At 12VAC it should be probably about .5, but it shouldn’t be a problem even up to 2-3. Anything above that’s a bit weird for that amount of voltage.
